It would be nice if there were more to some of the libraries.
But there are problems:
- what do you put in there?
- do you want to spend developer time writing books that could be spent elsewhere?
Most in real life libraries end up being large collections of hundreds of books on the same topics (WW1, WW2, Cold War, Biographies of famous people, etc), followed up with the large collection of fiction, children's education, adult education, then self help, and general reference, and a number of other areas. Even then you could get dozen of authors writing on the same sub genre.
Some in game libraries are partially fleshed out (Even if title only)
- varrock library
- citharade abbey library
- player's bookshelves
- Wizard Tower library
That said, what would really make up most libraries in game?
Tons of religious propaganda books (Hymnals, chants, stories etc related to your factional deity)
Daily Journals from you and your ancestors (common occurrence in RS it seems)
Tales of heroes and villains (sort of like children's stories or general fiction novels)
Some equivalent to an Runescape almanac
Reference books on how to do your job (Smithing Techniques, Farming Techniques, Crafting, etc) most of which wouldn't be useful because we already know how to smith/craft/farm most things or we learn quickly.
Now if there is existing content out there that Jagex doesn't think they'll ever get around to making a quest or something to explain, then by all means, create a short book or story that tells us and put it in a library.
- Adventuring Guild Libraries - Journals from current/former guild members (could even do player entries and Jagex could cut and paste them into their book format)
- Scientific Journals - The explanation of the Giant Chinchompa and Soporith Moth,
- Specific Character history - Camorra, The Ancient warriors
They don't hate libraries, it just takes a long long long time to create lots of in game stories and they need a reason to create each one.

Although really, they could have just made it so that completing laps at the agility course only gave you a key or some magical device that would enable you to 'hear' the chapters of the Voice of the Elders in the library.
